Concealed Pistol License
The Island County Sheriff's Office is available to assist with gaining or maintaining your Concealed Pistol License (CPL).
Please note - we can only process applications from persons who are current residents of Island County, or out-of-state applicants. Washington residents who do NOT reside in Island County must apply with the appropriate city or county agency in whose jurisdiction they reside.
New CPL Applications * - these are for anybody who does not have an existing permit, or has previously had a CPL, but it has been more than 90 days since expiration. For this process you will need to fill out an application, provide a picture ID, and have your fingerprints taken.
Apply online to complete your application and schedule a fingerprinting appointment or call 360-678-4422, ext. 5 during business hours for an appointment. Please note - while completing the online application we highly recommend including either an email or phone number in case we need to reach out to you with questions.
CPL Renewals, Late Renewals, and Replacement - these are for people with existing permits that are within the renewal window (+/- 90 days of expiration) or have been damaged or misplaced and need replacing. Fingerprinting is NOT required for a renewal or replacement CPL.
This process can now be completed via online application. Please note - while completing the online application we highly recommend including either an email or phone number in case we need to reach out to you with questions.
Fingerprint & License CPL Application Appointments
We do offer fingerprinting for both personal use and for individuals applying for a new Concealed Pistol License (CPL). Please note that we are unable to accommodate walk-ins at this time, and same-day appointments are not available.
- Appointments may be scheduled at the following precinct locations for CPL fingerprinting: Coupeville, Freeland, or Camano Island.
- Appointments can be scheduled for Fingerprints (other than CPL) at Coupeville or Freeland only. This service is not available on Camano Island at this time.

Coupeville
Fingerprinting is available 9-11:45 AM, Tuesday, Wednesday and Thursday by appointment only. Please note that we cannot make change for large bills.
CPL renewals or replacements for people who prefer not to complete the process online are 8 AM to 4 PM Monday through Friday.
Please note we cannot break bills larger than $20, and exact cash is appreciated. See rates towards the bottom of this page.

Fingerprinting appointments for CPLS only are available by appointment between 10 AM to 3 PM on the second and fourth Monday of each month.
CPL renewals or replacements are done from 10 AM to 3 PM on the second and fourth Monday of each month on a walk-in basis when a clerk is present or online (to include a small transaction fee).
Please note that standard fingerprinting services (where we provide you with a physical card) are not currently available at this location. Please schedule at either our Freeland or Coupeville locations.

Renewal/Late Renewal Permit Requirements
- State or federally issued identification (ex: state driver's license, military ID, passport)
- $32 for those permits not expired (no earlier than 90 days before expiration)
- $42 for those permits expiring 90 days or less
- If your permit is expired more than 90 days, you are required to apply for an original permit.

Renewal of Concealed Pistol License by Deployed Members of the Armed Forces
- For any person who is a member of the armed forces, including the National Guard and armed forces reserves, who is unable to renew their CPL in person because of assignment, reassignment, or deployment of out-of-state military, the service member shall:
- Mail a copy of their orders designating the specific period of assignment, reassignment, or deployment for out-of-state military service along with a completed Concealed Pistol License Application.
- Apply for renewal within 90 days before or after the expiration date of the CPL
- Pay the renewal licensing fee or the late renewal fee depending on the date of application
- Pass a background check in order to receive the renewed CPL
- Expiration Date - The CPL renewed under these circumstances takes effect on the expiration date of the prior license and is valid for a period of one year
- Renewal Fee - Fees have not changed subsequent to the one-year expiration. Fees are $32 for a renewal up to 90 days early and $42 for a late renewal up to 90 days late according to RCW 9.41.070
- No ATM or debit capabilities are available in our building.
- Processing of any original permit for county residents will take 30 days and out-of-state residents may take up to 60 days. Processing of Renewal and Replacement permits typically takes up to 30 days.

Things to Note

- Renewal fees are listed below. Please note that we accept cash or check in the office (exact cash or check on Camano Island and Freeland locations, no change is available), or you may pay with a card (to include a small transaction fee).
- $32 for a standard renewal (no more than 90 days prior to current CPL expiration date)
- $42 for a late renewal (up to 90 days after current CPL expiration date).
- $48.00 if your previous permit expired for more than 90 days. You will be required to apply as an original.
- Be sure to bring a picture ID. State or federally issued identification (ex: state driver's license, military ID, passport) are all acceptable options.
- Please follow all posted safety guidelines before entering the office. If you are exhibiting a fever or cough, do not enter.
- Make every effort to be on time for your appointment. If you do not arrive within 10 minutes of your appointment time, your appointment may be forfeited.
- This procedure is subject to change as conditions change.
- Recognize that once your license lapses, you are not authorized to conceal carry until you have picked up your new license. Washington state is an open-carry state. As long as you are eligible to possess a firearm, you may open carry.
- Applicants must be Island County residents or out-of -state residents. State of Washington residents outside Island County must apply at their local county law enforcement office.

Reasons for Denying a Permit
Your application can be denied if:
- You have a concealed pistol license in a revoked status.
- You are younger than 21.
- You are subject to a court order or injunction concerning the possession of firearms.
- You are free on bond or personal recognizance pending trial, appeal, or sentencing for a felony offense.
- You have an outstanding warrant for your arrest from any court of competent jurisdiction for a felony or misdemeanor.
- You have been ordered to forfeit a firearm within one year before filing a concealed pistol license application.
